The FME SpatialBiz floating licenses are in two parts. A regular FME Floating license (safe.lic file) using FlexLM and an SBS license (*.fmelic file) .

The licensing install for the floating license is the same as all FME floating licenses using FlexLM as described in:
http://docs.safe.com/fme/pdf/FMEInstallationLicensing.pdf Section 5 Page13

If you're install FME Server, you need to select the FME Engine floating license. If you're installing FME Desktop you need to select the FME Oracle Edition (or other desktop ) license.

Then you need to copy the SBS portion of the license into either the FME Server or the FME Desktop license directory:

C:\Program Files\FMEServer\Server\fme\licenses (FME Server typical install location)
or
C:\Program Files\FME\licenses (FME Desktop typical install location)
 
You need to restart FME Server and re-open FME Workbench before the new license configuration will be recognized.

SpatialBiz Smallworld Server License
Once you have installed the SBS plug-in magik code it'll try and start the SBS service and you'll see the following message:

Send this Host ID to SBS or Safe and they will send back a KFL.sbs file.  This file should be copied into:
          ...\modules\sbs_license_manager\resources\base\data      directory
for example:
         C:\Smallworld41\SBS4\modules\sbs_license_manager\resources\base\data
